Is triathlon a non drafting event?

Huski 2011 Australian long course triathlon championships footage of a peleton going past me. There was to be 7 metres between each competitor. 30 competitiors or so look to be drafting to me. You be the judge. What can be done about the cheats? I think the officals do a good job but there are only so many of them to go around.

They're drafting but it's a fairly crowded race by the looks of it, Triathlons should not be draft legal, otherwise the fastest cyclist would no longer have the advantage since the rest will draft. Unlike the cycling tours, triathlon isn't a team sport where there's a front sacrifice.
