Basically, but not so much that as it is money for the already rich. Having control over territory and resources is just a means of maintaining a way of life. The rich stay rich, the poor, well, let them get slaughtered and bicker with each other about how things are fucked up because nothing is going to change the power structures that are in place today. George Carlin says it best when he states, "power does what it wants." This has always been the case. Humans are driven by greed.
