John, I'm wondering when you'll try cobalt and phosphate in your experiments. Prof. Nocera at MIT claims that this allows less energy to be used to liberate the oxygen. Cobalt is cheap and phosphate plentiful, and they act as a catalyst , so might not be consumed or destroyed. The big hope is that you would see increased output with less wattage being used up.
