The horse is just doing some soft beginning steps of piaffe and being quiet and obedient. It is not right to get all spur happy and try to get something 'spectacular' and 'flamboyant' at any time when schooling piaffe; a lot of the videos on youtube of piaffe and passage are showing something very, very incorrect, maybe you've been misled by those, champ. if the person is very very lucky the horse will STAY this quiet and calm all the time it is doing piaffe.

As respectfully as I can say this, the energy of the horse is such when he piaffs that you have to be careful that he doesn't fall asleep. Spur that horse a little bit, talk to him loud, "come on baby! come on horse! one, two, one two". Well that's just an opinion. I might be wrong of course; you know your horse better than anybody else. Nice conformation, Congrats...
