if you legalize it for adults over 21 and for those under 21, who are dependent, by prescription. you won't have that problem of the taxpayers having to pay for it now would you. but i can totally see why the taxpayers would prefer their money go to funding narcotics teams and prison housing. since you think there's no chance that would ever happen, by the way data from Portugal shows prescriptions for addicts is effective.
