It will be released later this year
And there are plenty of Doctor Who stories as yet unrelased on DVD, but they're getting there.

Fair point; given the Collector's evident obsession with money, that view on the Doctor's actions WOULD fit his personality...

Perhaps he interprets 'economic subversion' as anything that doesn't support profit-making.
The Doctor is a bit of a rogue, a wanderer who does as he pleases and helps people without looking for financial reward. He's certainly no capitalist.
