Okay this is the picture. Two more Roots of Youth Violence puzzle pieces linked together.

From yesterday's (November 26, 2008) Mississauga Council meeting. Challenge (especially to you Ontario Grade 5 boys and girls learning about your Government).

First, as you read this transcript, see if you can figure out what Mississauga Councillor Nando Iannicca is talking about. Here we go.

Mayor Hazel McCallion: Councillor Iannicca...

Councillor Nando Iannicca:

My apologies first, I forgot one other point that I wanted to make and like so many other things we deal with, I want to make, I want to make this point as well. I hope that we look at it very very carefully because I think what you will find as is the case in so many other instances —the policies, the laws, the conditions are all in place. The Problem's somewhere else.

It isn't being enforced....

Mayor Hazel McCallion: Exactly.

Councillor Nando Iannicca: or there are renegades involved so I don't want to revamp the whole system just yet. I'm sure that [Staff name withheld] can speak to that at length. But my understanding of it is that we've made a very concerted effort over the years to put the checks and balances in place. But perhaps we're not enforcing them —but perhaps we aren't enforcing them, we're not getting all the renegades involved.

So it's not 'You've got to throw out the baby with the bath water' here. I'm a little reticent to immediately endorse anything until we've vetted it properly...

Mayor Hazel McCallion: Yeah.

Councillor Nando Iannicca: because you may find so much of it is in place but maybe we haven't —lagged in enforcement or

Mayor Hazel McCallion: Exactly.

Councillor Nando Iannicca: or the [Department name withheld] Department hasn't touched base with the [Department name withheld] in terms of have we checked everybody that alleges to be a [withheld] etc.

There's a lot to this Madam Mayor, and I think it needs a real fullsome review and then send a letter of endorsement to what we agree. But let's get our heads around first because it is multi-faceted.

B: Mississauga's municipal governance since 1988 when Iannicca was first elected to City Council)?

C: Mississauga's Community Services

D: Mississauga's Corporate Services

Now read this transcript from Tuesday (November 25, 2008) "Peace to the Street: Alternatives to Violence in Brampton" meeting.

Andrew King, Pastor of the Seventh Day Adventist Church (Etobicoke):

..all I can say is of all the panels I sit on the first question that is asked is 'Where are the young people? We are talking about them but they're not with us.' Young people are very frustrated because there's a lot of panels Oh the reports that are written about all the money we gotta spend!' and they're very frustrated with the system right now. That's why they don't come to a lot of these things because the truth is because they don't believe in what's happening.

And as the Councillor said, we have to engage them. We actually have to win back the confidence of our young people.

It ain't gonna happen.

The best Youth can expect is that the system will create the illusion of support. And it should go without saying that the smoke, circuses and mirrors guarantees to make at-risk Youth —Victims TWICE.
