A lacking in Rule of Law is why prohibition fails so miserably and results in such horrors as like the war on drugs and all of its atrocities. There's no means for these people to get a fair governance, take up their grievances legally, or protect themselves legally so you get the violence and the lawlessness and everything else with it.
