@muhcyan to match Japan's military strength, for a Peace constitution, Japan has an arsenal of military hardware. China has 15 borders to maintain, a military that is modernized and able to sustain their nation is paramount. They deserve at least the same quality as what Japan already posses. I am American btw but have spent over 10 years in China and 4 in Japan. I agree your two civilizations have similar roots.
