Operation: Storm Tide (Day 2, Part 2)

after filming the evacuations on various locations within ostend, there appeared to be an enormous gunfight near the beach, so i set out to envestigate, and found the Belgian, British army and the dutch marines fighting to take over a bunker complex near Fort Napoleon.

this is the last video of Storm tide, as i wont be in town to film the 3rd and final day.

If this is a "hypothetical exercise," who would be in the bunker being captured during a "real evacuation" if that is what this really is? Aren't bunkers typically occupied by armed forces of the country in which the bunker is located?
