the lack of one move is extremely bad for gote, as the sente 4th file rook mino can attack faster than gote side,

At 5:49, isn't there a R* at 4a for Black, forking the Bishop and the Lance? I don't really see why White's better at that position.

Yeah, R*4a is a good fork. Maybe my explanations wasn't enough.
It's a good position for white because the his formation looks much better than black's. There are good bishop drops from white such as B*6d and B*4i. On the other hand black's rook on 2h is awful.
For example, after R*4a, maybe B*5c Rx1a+ B-6d P-4f Px4f.
