Angolans have been voting for an unscheduled second day in parliamentary elections, after Friday's vote was hit by major delays.

I think by 'critical international observers' the reporter meant should something go wrong these observers would react critically?

Certainly there were many problems with administration procedures in electoral stations but this is the first time elections have been held in almost 2 decades. Id imagine they would be better at it next time.
"Critical international observers"? Both the EU and African electoral observers have said this vote was a fair one.
