Yes, you may use it as a mask. What you can do is cut out a paper towel that is the size of your face and soak it in the toner for 10-15 minutes, leave the mask on your face for about a good 20 minutes. Then remove the mask and rinse your face with warm water,and pat your face dry with a towel.

Can I substitute water for witch hazel because Witch hazel isn't popular in my country, I can't find it in drugstores or supermarkets.
