@thomashilsdon I feel there is a clearer association between the speaker and the rain - 'I watch the weary drops of rain / Weave their weary paths and die'... 'I know that I am like the rain', ie. I too am following my weary path towards death, but unlike the drops of rain, I don't get there because of my love for you - 'there but for the grace of you go I'

John Bradford, an English reformer & martyr, was heard to say "There but for the grace of God goes John Bradford" while imprisoned in the Tower of London when he saw a criminal on his way to execution.
"There but for the grace of God go I" became something you say when something bad that has happened to someone else could have happened to you.
I believe that Simon has taken artistic liberty with this phrasing, wherein the rain is the prisoner and God is his love Kathy.
