Yes. When the wind and weather get bad enough the pressure on the leeward side of the bridge will be opened to allow water to flow. That is what the light is for- to stop traffic in both directions and open the center movable spans. One year a lady failed to stop and hit a stop wall at speed killing her immediately. It pays to slow down, keep your eyes open and know your surroundings.

@Jeff98177 when a ship needs to go through, yes. i've seen it. they just try to do that at night or non-peak hours.
