For the most part, the cartels target people from inside the drug business, especially from rival drug cartels. Civilians, although not the main target of the cartels, have also been prone to violence. They can get caught in the crossfires, killed for refusing to pay “protection,” for not paying the cartels for a kidnapped relative, for speaking up or working as journalists, etc.

@djolivierastro I would have never believed that Juarez and Mexico in general would come to be what it is today since i was in the Army at Ft. Bliss thirty years ago.......we had some great times in Juarez on the weekends.......the food and the people were the best......it's a damn shame that it's in total chaos now and their govt. has lost complete control.
