The reflective nature of light colored concrete in cities, along with it's absorbing and quick releasing heat energy causes micro-climates in cities now, imagine what white would do. I like the bit about it lasting longer so you have to replace it less often though.

While it would be nice to transfer heat into electricity I don't think it's at an affordable practical level yet. Remember this stuff also extends the life of a roof which means less waste. I don't think reflected light would still have enough steam to make it all the way back into the atmosphere...

This doesn't sound like such a good idea to me unless that heat is captured and put to use as energy. Part of the role the earth plays is absorbing the heat and other energies of the sun, simply reflecting them en masse back into the atmosphere doesn't sound like a good thing.
