Those bears are very well cared for. I have personally worked at the bear pens with other students as well as the doctor in charge of the research. If you did not realize these are not tame animals they were from the wild and will always be wild.

Was there rationale for why there was no intervention in this instance? They are not in a wild setting. They are in captivity.
