Tsunami is actually expensive. It's just that with all those navy units around it gets charged up fast. Frankly, I think navy wars are supposed to be about CO Power usage since there's little emphasis on terrain, hence why mass damage powers cost blood AND sweat since they'll drain a navy's strength gradually unless the opposing CO is Andy or some other such CO.
