This legislation seems like it's been put in place by people with little technical knowledge, and with no differentiation given to the types of cookies out there in the wild.
First party cookies, such as those used within products such as Google Analytics (and other analytics packages) enable web dev's (among other people) the ability to increase usability and engagement across a website without ever really infringing on a users privacy (again, in my opinion) .
