The generator was 12 ft tall so the plane had to have been at the most 10 ft off the ground!

The plane bottomed out before it hit the building that is why it hit the generator and the holes punched in the concrete were made from the landing gear bogeys. Regardless its all a moot point anyway. The plane wreckage was recovered from that location so all this talk of a missile is irrelevant.
