It's possible to beat the game with 16 powers stars, there's a video on it and I've tried it and it worked. The way he went through the endless staircase is through BLJ (Backward long glitch).

Why does it say you need 70 stars to enter the door LEADING to the stairs, yet let you go through even if you have less? Lol...
