Everything Ken does is timed with Elections, Like the housing estate that tried for month's and month's to get his attention on the fact that the council wanted to move them all out and knock down their estate in favour of the new airport extention, As soon as the election race started he went there to help them battle, what a prick!

I think he's right, I've noticed a lot more police on public transport. Whether this was timed for the elections or not I don't know.
