This mission is called Wrong side of the Tracks given by Big Smoke. It's one of the toughest missions that most people have trouble with. So I answered all your hopes, here it is. Try to give room for smoke to shoot. He's not a great shooter ;)

EX. (GTA SA SFX FILES (Stream) 2) Goes in Stream folder in the audio folder.
(GTA SA SFX FILES (SFX) 3) Goes in SFX Folder in the Audio Folder.

Since people ask me which files is which, here's a list of all files.

NOTE: If you downloaded GamerL33t4's Edition, PED voices should all work. So you don't need to download the (SPC_GA = Pedestrian Voices) which is over 1GB. Feel Free to do so if your audio in 33% risk, happens to fail. Just avoid running other processes while the game extraction, and it shouldn't have errors.

AA = Police Radio Scanner
ADVERTS = Advertisements on Radio
AMBIENCE = Ambience Sounds Ex Water
BEATS = Miscellaneous Music (Music in Disco etc)
CH = Playback FM
CO = K-Rose
CR = K-Dst
CUTSCENE = Cutscene Audio

Streams 2

DS = Bounce FM
HC = SF-UR
MH = Radio Los Santos
MR = Radio X
NJ = CSR 103.9
RE = K-Jah
RG = Master Sounds 98.3
TK = WCTR

SFX 1
Footstep, weapons, pain, Mission Sounds:

FEET = Footstep Sound Effects (You should have this already)
GENRL = General Sound Effects ex Weapons,Cars (You should have this already)
PAIN_A = Pain Sound Effects. (You should have this already)
SCRIPT = Voices during missions (Not Cutscenes) and Police scanner reporting crimes.

CJ's Sounds:
SPC_PA = CJ Voices.

SFX 2
SPC_NA = Pedestrian Voices. Gangsters.
SPC_EA = Pedestrian Voices. Emergency Services.
SPC_FA = Pedestrian Voices. Girlfriends, Food and Shop Vendors, Police Boat Loudspeaker.
