Its not so much the tires or being a dually as the massive weight of the vehicle. thats why people use sandbags in the bed of trucks. it doesnt matter how good the tread on twenty tires are if there is no weight over them. also momentum. If someone had gotten in the way and the bus had to stop it would have been all over.

Those roads look slushy, not icy. Any vehicle with proper tires and a competent drive should have been able to make it with no problems.
