Nope, your wrong. Your slowing down anyways for the turn, and blipping the throttle, and this method isn't to increase efficiency, its to match revs for the corner exit on your next gear.

Why do you break like that? Isn't just as effective to hold down the clutch down shift while breaking but never reving? Any insight would be helpful thanks.

@Exutus balances your car so you don't get any sudden jerks - also it can save your gear box if you do it the proper way (slip into neutral and let go of the clutch before blipping the throttle). Of course it's useless for road driving but it's used for races

I thought you are supposed to le the cluthc go and then rev ,then depress teh clutch in and put it all in gear before the revs fall too low...not what he's doing...

revving the engine with clutch depressed cannot damage anything.
Your second paragraph is difficult to understand, I think you just described double declutching. Yes you are correct I am not double declutching.

this is a joke its not heel toe atall u dnt use ur heel and toe lituraly u use the ball of ur big toe on the brake and ur lil toe on the go go pedel this bloke under stands the theroy but not the technique.

Does heel toe down shifting decrease fuel efficiency? Because you are in higher rpms for a longer period of time.

Yes technically it would decrease fuel efficiency. However, this is insignificant compared with the overall style of 'enthusiastic' driving.
Essentially engine revs can be increased by motoring (ie. kinetic energy passed from the wheels to the engine) or by blipping the throttle (introducing more fuel).
