Possibly, but I saw him playing a few recently and he had to work extra hard but still ended losing. Claw is so ass in SF4. You barely have to worry about him doing anything against you so you can just rush him down and when he is in the corner he is screwed XD

it would have been the same results no matter who u picked. u didn't block well, u walked into his tiger knee and missed 2 opportunities for either an izuna drop or diving claw. sagat is definitely broken in sf4, but don't blame the tier ranking for your bad judgement.

Nothing to do with tiers, everything to do with retardedly bad reads and plays.

Vega players may have to really work against a good Sagat, but it's not impossible if you actually know what you're doing.
