Seth is super easy, nowhere as hard as Gill was dont see why people have trouble with him, just counter attack and block and you'll be fine.

I truly believe that Seth was Bison's early prototype of what Urien and Gill would become. I also believe that S.I.N. Organization stands for Shadowloo Illuminati Network, which makes possible perfect sense with the Bison to Seth to Gill storylines of SF2 being before SF4 and SF3 being after SF4.
