You are exactly correct Ryan. I mentioned it briefly in the video about it only applying to 1st. Didn't want to get into the fine print/details. One more thing. It's too bad that SB 931 does not apply to a second loan too. So many home owners in the local market that are in trouble and in a short sale situation do have both a 1st and a 2nd.
