Tondo is not as dangerous as Bicutan is today.
I used to work in an NGO in the area, and our French colleagues have never had any negative experience.
In fact, you'd meet more nice people in Tondo than in Makati CBD.

I went into Tondo when I was visiting my Aunt and Uncle (missionaries). Tondo isn't as bad as people make it out to be, but Divasoria is a different story... The smell of the street...
