Of course, Strike Noir was meant to be a combat suit while Stargazer was designed for unmanned exploration. Are you really surprised the latter has fewer attacks than the former? They didn't even need to give it Orage du Lune; they were apparently feeling generous the day they coded the Stargazer.

While the Stargazer isn't designed for combat, doesn't mean it can't hold its own in a fight. It easily proved in the Stargazer anime that it was able to fight even with just a beam pistol and it's shield.
