The F22 and F35 mix was meant to reflect the F15 and F16 mix, known in the Air Force as high/low. The F15 is more capable than the F16,the plan was a large number of F16's supporting a lower number of F15's.This was the plan for the F22 and F35. The initial planned buy for the F22 was over 800 aircraft supported by over perhaps 3500 F35's over the total buy. The F35 is a good aircraft, many countries will deploy different versions of the F35 but the F22 is superior,radar,speed,etc..
It's not better, though it is a little more versatile. The F-22 is perhaps too good, and therefor too expensive. There are less expensive ways to get the current job done. The problem being of course that: Who knows what the future holds?
The US Navy does not use the F15, it is strictly US Air Force. US Navy uses the F-18. A problem with the F-15 is it's age, some of these aircraft are over 20 years old, they are hard to maintain and in the recent past were experiencing structural cracking that grounded most of the fleet.With the F-15 and F-16 aging, the F-22 total buy held at 183, there will be a serious gap until the F-35 arrives in 2015.
Ah, someone said 183, oh wait that was me. From Gates this is meant to be the total buy, that means development pretty much has stopped. The engineers and support staff are looking for other jobs.
