I'd say they're mainstream, at least more mainstream than many artists of their calibre. If you say Radiohead to someone, they know who you're talking about, or at least they think they do.

Thing is that they don't TRY to be mainstream. They don't worry about pleasing the masses, they just make good music. Creep, Karma Police, 15 Step, etc. weren't conscious attempts to produce a marketable hit. It's random chance - what the band was doing happened to be what the public wanted to hear.
