With the presence of water, wont the calcium carbonate dissolve resulting in the presence of carbonic acid which would speed up the corrosion process?

No, the money saved on repairing concrete will be spent building more. That's the way it's always been. Was the Haber Process suppressed because it meant less land was needed for the same amount of food? Of course not! We use the same amount of land for more food, and we'll use the extra concrete to build higher buildings.
