Authorities will check why he wont pay chanda. If its just his whim, he most probably will be kicked out as good riddance.
The Beit form has preconditions - one of the precondition is to pay chanda in conformity to Quran to part with good portion in the name of God.
I have never encountered an Ahmadi in my HALQA to defy paying chanda

I did not understand yout question.
Truth comes from God & men are obligated to accept it. If one does not accept the truth it does nothing to the candle, jusat that his candle remaind devoid of noor
Look 7:35 its addressed 2u2 accept the Prophet when he comes. Accept the Messiha. Not at all 4 Islam sake 4your sake. Islam is not dependent on u. U r dependent on Islam
