A 140mw green laser makes red, yellow and yellow-green LEDs glow in their respective colour. An orange filter aka laser goggles filter out the green laser light.

put a voltage meter on the led and it will read out some voltage as you light it up with laser. I did it with a green led and it read out 1.5 volts.

Indeed it does.

why's the lasers dot yellow?

Because of the goggles that block the green light.
it's not making them light up, it's just refracting laser light around inside the LED plastic.

No, the laser makes the LED's die to emit it's own light. The laser becomes the energy source and the LED's leads actually put out voltage.
