The rotating bezel is for timing things so if u wanted to time 20 min you would line the 20 position on the bezel with the minute hand and were the triangle ends up is when the 20 min is up

@burtonsnowboarding10 the answer by itwasntushaha is correct. This watch incorporates a countdown timer on the bezel. Most dive watches have a time elapse bezel, but in this case it's backwards.
