I would not do anything larger than soft glass beads in a apt, using a hothead torch.

no- glass art did not start with pipes, glass art in america didn't start with pipes. Boro guys- they started with pipes.

How much does this cost on average to get into? like say if i had nothing and wanted to get some glass and a torch (what ever other tools)?

depends on what you want to make.
beads=could start with a $50 torch called a Hot Head.
pendants, smaller marbles, small pipes, etc id start with a GTT Lynx-$400ish or maybe even a GTT bobcat-200. you also need a kiln which are really expensive. need glass, tools, oxy tank rental, propain tank, etc.

deffinetly a expensive hobby to get into
