@Spuffy177 You can analyse everything that has little to no relevence to anything, and make it sound like it has deeper meaning.
Personally, I think this ending was, as Yaenipponcover said, just a chance to show more of Kasumi's boobs while she giggles like a five-year-old, as Japanese game producers seem to enjoy.

Wait, so Kasumi is chasing after Hayate... and she's showing her brother her tits? She's swimming topless and she's chasing something that represents her brother. The fuck?

This is a symbolic ending. Obviously, the song is about how much Kasumi loves her brother, Hayate. The fish she chases is Hayate. The net that traps Kasumi represents how she became a runaway Shinobi, seperating her from "Hayate" (double meaning). Clearly, because she isn't really a mermaid, she awakens in bed to find her fish in his tank which could be a foreshadowing of how in a future game, she will finally be reunited with her dearest brother. (Thank God I took Advanced Sophomore English)!
