Song is by Sigur Ros and is titled "Saeglopur". I borrowed it from the Prince of Persia 2008 E3 trailer.

How do you create videos like these, I can only look at my character :/ is it because I have fallout on 360 and not PC? It's disappointing

Well, the shots where the "camera" is flying around is done in first person with noclipping turned on. I'm sure if you have access to all of the cheats from the PC version in the 360 version, you could make a vid like this.

how do you get up to the tower guard?!

bring up the console (~) and type in TCL. This will let you fly up there. Once up there, do TCL again to stop flying.
