I was just taught this as a defensive throw from things like harai goshi - this is a really nice 'attacking' version. Thanks for showing us so clearly and includig variations.

I heard the rules were changed to prevent people grabbing at the legs at the start of a match. Of course a better course of action in my opinion would be to promote the knowledge of how to counter leg grabs.

You can use this as an attack if your opponent has a cross grip or if this is the second technique in a combination. This convention applies to all Te-Guruma to the best of my knowledge.

@tenbinnage I isn't 'illegal'. You just can't attack with this technique. If you use it as a counter it's still legal and useful.

why is it illegal?
I thought sukui nage was that other technique in which you position yourself behind the uke, knees bent, and then you lift his legs up, so that he falls behind yours.
