A federal probe will take months to complete, but it appears the Texas bus crash that killed 15, and injured more than 40, was caused, at least in part, by a blown front tire that had been recapped in violation of safety standards. (August 8)

Recap---tire that has had a new tread surface bonded to the carcass--that is--the part of the tire which is the reinforcement cords and bead--These are commonly used on semitrailers and drive axles due to the very high cost of these large tires, but never on the steering axle as was done in this case.
