This is what I think happened. Al Qaeda sends a number of terrorists into the United States to hi-jack the planes and cause destruction, while in the meantime, its other agents create conspiracy theories and videos about them to rty and take the focus off of the real enemy. So by my figuring, the person who made this video is an Al Qaeda operative.
