I think it was a tacit agreement between China and the junta. Look, all these blue tents and other stuff (including parking space lol) was all there already to take on the 30,000 refugees (some of whom were driving expensive cars) on the chinese side and also they didn't let the UN interview the refugees. Geopolitically China doesn't want the world to believe that Burma is now totally under their control and of course, it gave the junta a fake sense of sovereignty, hehehe
