Yes he is English, but he does have a slight lisp at the end of the word "domination" and yeah it sounds cute, But it has nothing to do with his accent. And to the people that are confused: American is not at language of it's own, it is in fact a dialect of English...

He simply said "domination", where "nation" was spoken with Daffy Duck's back-of-the-mouth lisp (lisp, not vocal affectation). If you can't hear the slurpy sound on the consonant beginning the last syllable, then you won't understand the purpose of the clip. His accent is irrelevant in this context.
