There's an open source vector-based drawing program called Inkscape which is somewhat similar to Illustrator, has the same kind of pen tool and many of the same features. You can download it for free from a number of different sites, just do a search for inkscape.

@itsmylife5252 Yes there is a pen tool on Photoshop but the final look of your work will be a bit different. Illustrator is a vectoring program while Photoshop works on a bitmap.

@ktbigbangfan1130 Sorry I shouldn't be advertising any illegal downloading of the program. Ideally people should be purchasing it. If you choose not to that's none of my business but that's all up to you.
