At the time the ball went out of bounds, it hadn't crossed the line of scrimmage. that's why the officials gathered after the play to discuss the exact point in which the ball was no longer active.

@mrceleb2006 I don't understand.. The QB was outside the pocket, so he throw the ball wherever he wants, as long as it goes further the line of scrimmage.
That's the rule right?

The referee in that game was Ron Winter. BTW, the sports announcers are speaking Russian in this clip.
