ISP servers give -out an IP address when the client requests it. The theory behind it is to keep as many IP address leases available, because people join and disconnect from the web so often.

Great video - the reason that IP addresses change is that there are only a finite number of 32 bit IP addresses left world wide because every pc/or computer driven device with a connection to the web which equates to millions and millions of devices around the world. @edwarddls73 no-ip allows you to give people a URL to connect to your website instead of giving them you ip address if you host your website from a server/computer from your house you will not need to pay for a host for a website or voice chat server and much more hope that helps :)
