On the U.S.-Ukraine Charter on Strategic Partnership U.S. Secretary of State Condoleezza Rice and Ukrainian Foreign Minister Ogryzko signed the U.S.-Ukraine Charter on Strategic Partnership at a ceremony at the Department of State on December 19. The agreement highlights the importance of a bilateral relationship and outlines enhanced cooperation in the areas of defense, security, economics and trade, energy security, democracy, and cultural exchanges. The Charter represents a statement of intent on the part of the United States to intensify engagement with Ukraine.
