mental retardation is the scientific word with which to classify people who possess impairment of their cognitive functioning. Its a word people, no more offensive than mental disability. They mean the exact same thing. If anything, using just the word "retard", is a bit vague, not specifying how someone is slowed or delayed.

Mothers of retarded children are offended by the word retard because they are ashamed same with family members and friends they are ashamed of the fact that they know or are related to someone who is retarded if anything these campaigns to ban the "R-word" is a pathetic ploy to shelter society from the reality that retardation exists

It's a fucking word, in the English dictionary. Therefore I will use it. If I called someone or something 'slow', nobody would jump on my case right? But 'retarded' is righhht out, even though it carries the exact same meaning. People who are offended by the use of the word indirectly bring more attention and tie it even more closely with people that have mental impairments. @HPJoker Retarded doesn't mean stupid, but people are using it for slang as stupid. So instead of using the word as slang people can use a real word. I know i don't make sense but this was so long ago.
